I have got the binoculars out and I am looking way down the table , who is that in the distance ! " yes please and all over 20lbers , as you promised all in one day , bass , pollack, cod and a Big Tope. On a more seriuos note , i have been contacted by the deputy cfo of the ESFJC and he has asked whether a number of species of fish , that have a MLS are caught off the ESFJC area . The intention is to buy new fish measuring devices , that require calibration. I assume from this that the intention is to be more proactive in enforcement of stooping retention of undersize fish by anglers and commercials. cheers Tom from the true footballing heart of north london.

Hi Norm The systems are now in place to make the e-mailing task simpler, hence starting just before christmas , the nfsa has been notifying its meembers by e-mail on subjects such as the bass mls. I agree though , still a fair way to go , but its being worked on. Are you going to the nec this year , if so which day ? Tom
  7. Hi Peter Along my stretch of the estuary , there are uasually 4-5 little egrets , and over the past few years they have now got used to human disturbance. This year there has been very large numbers of wigeon , probaly 5 times more than normal, i assume this is due to colder conditions elsewhere. One of the most impressive sights was about 6 years ago in the october , I was out for a run on the sea wall and at about 30 feet up on my right hand side , was an osprey. Over the next two weeks, I saw 5 birds fly through. Two even stayed on northy Isalnd for about a week, roosting on a large telegraph post on the north side of the island. I sat on the sea wall one evening , as the tide was flooding and one of the ospreys gave the full preformance , riding the thermals , then swooping down to take a fish , taking it back to its roosting pole, to eat , absolutely magnificent spectacle to watch. I understand the Ospreys usaully migrate furthur south (across kent) , but that particular year they where furthur north. cheers Tom
  8. last week on a flooding tide , as the creeks, amongst the mudflats began to fill , I watched a truly magnificent fisher at work , catching a fish at every effort . I stood and watched for 15 minutes , when in a flash of irredescent blue the kingfisher , flew off to try another mark. When the weather is this cold and the local canal is frozen or the fry are to deep , this kingfisher , flys along the sea wall and trys its luck on three or four spots where there are good perches over a creek that runs out to the main channel. I just cannot get a good photo of it though Tom

" As the case with many of these type of telephone interviews, it can be a last minute affair , with not a great deal of time to put out a general release I listened to the interview and it was squeezed in at 16:58 hrs , I think it did not go on any longer as , the other party involved where unavailable. I thought Gerard Twigger gave good account. NFSA hq has undergone major transformations with their office systems , things are still far from perfect , but are being addressed. There are over 1400 nfsa members who can can receive information by e-mail , at one time this could take over 3 hours to send and often crashed the equipement . I understand systems are now in place to make this task simpler , quicker and less liable to crash. The idea of "tidelines" is a communications vehicle between journals. Its the old chicken and egg situation , more staff are required within the nfsa , but it costs money , which requires more members , funding etc. Remember the NFSA deals with all aspects of sea angling, from coaching , conservation , access , a whole long list . I do wish RSA in the uk had an organisation similiar to the USA RFA, but even the RFA needed a donation of 1 million dollars to get it off the ground. cheers Tom NFSA, BASS, SACN

  13. He might have recognised you from some meeting or other. probaly ! At the end of the day Tom did the net have any impact on your fishing at all ? bearing in mind it was a sprat net and went no where near the bottom I not saying his drift net took any of the fish I was after , its the perception AND TIME LOST FISHING, I was the only angler on that strectch of beach , he could have started down tide of me . As he came along , I retrieved my gear, I had to wait for him to motor past me , i realised he was stopping so I could not cast, he set his drift , shot his nets , drifted past , I suppose I lost 1/2- 3/4 hour of fishing . so did it impact on my fishing ? good question , along that stretch of the beach normaly if there are any codling about , they run past for about an hour , 4 hours before high water or for about an hour 2 hours on the ebb. He shot his nets close in on the ebb, I had a couple of small codling on the flood , so expectation was moderate for the ebb . His nets probaly would have drifted over my lines , but I am not about to cast 6 ozs of lead when someone is in casting distance , just in case of a crack off. so again did he impact on my fishing ? cheers Tom

(does annoy me when people start quoting this for there own interest) churchill did not quote this for the benefit of one sector of the fishing industry. As for your comments about the drift netter , I knew what he was doing , nor did I give him "the benefit of my wisdom". He also knew what he was doing , he started about 100 yards uptide of me, he drifted for about 3 miles , so to be blunt , did 100 yards really make that much difference to him ? cheers Tom It cuts both ways , he

The ESFJC District stretches from Donna Nook (Lincolnshire) to Dovercourt (Essex) and out to six nautical miles. At the Statutory meeting, held on the 26th October 2005 members of the Joint Committee considered the proposal (the Officer’s supporting paper is attached) and agreed to discuss the matter further at a Byelaw Sub-Committee meeting. In order to be better informed of the views and opinions of the relevant organisations regarding the proposed Byelaw, I would ask you to provide written responses to the ESFJC office by no later than 24th February 2006. Yours faithfully Matthew Mander Clerk & Chief Fishery Officer Enc --------------------------------------------------------------------- STATUTORY MEETING 26th October 2005 Deputy Clerk’s report on a proposed byelaw to protect Tope from commercial over-exploitation. TOPE BIOLOGY Tope (Galeorhinus galeus) is an active, strong swimming coastal-pelagic species that often schools and can be highly migratory. Tope can grow up to 6ft in length and feed on a variety of fish and invertebrates. They are slow growing, reaching sexual maturity at about eleven years of age. Mature females give birth to litters of 6 to 52 live pups. Tope spawn once a year and have a gestation period of about one year. Because they are a long-lived and slow to mature species (the minimum population doubling time is more than 14 years), they are highly susceptible to over fishing. In locations where Tope fishing has been conducted on a commercial basis, there is a history of stock collapse. EXISTING PROTECTION According to the IUCN Red List of Threatened Species, Tope is currently listed as globally vulnerable. The FAOs advice is that exploited stocks should be protected through special and extremely careful management. There is no local, national or EU species-specific legislation that confers protection for this species at present within the UK although the North Eastern Sea Fisheries Committee has submitted a proposed Tope byelaw to DEFRA for review and consultation. The byelaw prohibits the landing of Tope or part(s) thereof and is included in this document for information. EXISTING EXPLOITATION WITHIN THE DISTRICT When directly targeted, Tope are fished through the use of longlines although they can be caught in bottom/pelagic gillnets and trawls. There are several longlining boats within ESFJC district that could target Tope. These fishing boats currently target Cod during the winter and Thornback Ray (Roker) during the summer. At present, Tope is a by-catch from these fisheries and is sold on an ad-hoc basis. Development of a Tope fishery has recently been proposed by a company based in Lowestoft (W.E.T. Mullender). The company planned to catch Tope with a view to exporting the fins, which can command high prices to the Far East and the rest of the fish to Sri Lanka. Pressure from conservationists and the recreational sports fishing sector in addition to uncertainties on the quantities of Tope that could be landed have led to this venture being shelved for the time being. IMPORTANCE TO ANGLERS Tope are much sought after by recreational anglers as they provide a long, strong fight when hooked. It is thought that the economic value of this fish is of a far greater value to the recreational fishery than the commercial fishing sector where this species is considered of low value. Within the recreational fishery, the same fish can be caught and released numerous times generating significant amounts of money to the local economy through charters, tackle shops and ancillary businesses. A COHERANT APPROACH TO SPECIES PROTECTION As there is not as yet an active commercial fishery targeting Tope within the committees district and the fact that this is a species susceptible to commercial over exploitation, this species is right for protection. A prohibition on the landing of Tope or part(s) thereof, would also be economically beneficial to the recreational sea-angling sector. Additionally if a byelaw protecting Tope were to be introduced, then protection for this species would extend 6nm out from the coastline starting at the River Tyne in Northumberland down to the River Stour in Suffolk. The Joint Committee is asked to receive the report and consider to future develop a byelaw prohibiting the removal of Tope or part(s) thereof. Wurzel , I not biting As for other stakeholders turning up wrong , wrong again. at the jan 05 and the july 05 esfjc meetings, there where angling reps inthe public gallery , plus for the july meeting it was agreed with the committee that a large number of anglers would not turn up , as it would have required a change of venue or members of the public would have to wait outside, as we where assured that the commercials had been asked to restrict the numbers . cheers Tom defra appointee to the ESFJC , with an interest in the fishery and a knowlege of sea angling.

Peter "At least they were willing to look at a compromise, you weren't" what compromise was that then ! the point you are missing is in the original ESFJC Stour and orwell consultation , it stated that if there was sufficient interest to change the management for that area , it was to be taken furthur, where all stakeholders would sit down and work out a mangement policy. There was over 130 responses , with over 75% wanting change , So the ESFJC voted with a complete majority , with one absentation for option 1 , no change at all . with comments of "this is Livelhoods , this is the thin end of the wedge" You should know you was at the meeting. Sounds like a good compromise to me. Is this what I am to expect everytime an issue comes up that does not suit commercial interests ? Don't forget SFC are funded by the ratepayer, including anglers Don't forget county councillors are voted into office. All I am asking for is a level playing field and to get on the with the job that I was nominated for. cheers Tom

I agree they are not perfect and you angling represetatives are getting a rough ride at the committee meetings, you are new kids on the block, you need to earn respect, it won't be handed on a plate, acting like spoilt kids and demanding inquiries and resignations won't help. wurzel I really don't know how to answer that !, but very simply that is grossly unfair. cheers Tom defra appointee to the ESFJC and I should have added wrong !
