They are pretty simple in design, any one with brazing or welding gear could do it quite easily. Those on the market are made with chromed hooks but personally I would be inclined to use stainless steel. I guess it would make the welding of the eye a little bit more difficult. Just about everything else could be made of brass or bronze which would allow the use of silver solder. Corrosion would never be a problem with those materials.
