I think it means that 2-3 inch carp are £25.00 per 100

I suspect they are easy to catch. Late at night in the absence of the owner. One would have to be quick on his feet. Best use a trotting format.

It say 1-2 are £25 if you buy them at 100 at a time and are cheaper the more you buy.
