Yes, we use the word quite differently in the N. America than you do on that side of the pond. For you, a minnow is a small, European cyprinoid fish, Phoxinus phoxinus. For us, a "minnow" is the current fry of any fish species or species that simply don't get very large. For example, we say, "there is a school of (pike, trout, zander, salmon) minnow" .

 

The fry of some predator species are often used (illegally). If the regulations distinguish AT ALL, states usually mean any fish of the family Cyprinidae when they say "minnows". Some say that, some don't.

(I might add, it is very confusing over here. I might use a 4 lb carp as a carp minnow if I'm catfishing.) Off the top of my head - - - if you said you were using "minnows" in the US it would translatet to meaning you were "using fish live bait" in the UK.
