Most people that break the rules, are fully aware of the rules. And that goes for the English as well.

As famous fisherman John Gierach once said "I used to like fishing because I thought it had some larger significance. Now I like fishing because it's the one thing I can think of that probably doesn't."

There are plenty of good Polish anglers who abide by the rules but the chappies stealing fish with set lines or a cheapo rod from Lidl are fishermen rather than anglers and really couldn't give a toss about rules.
