What is the situation with the "special needs" children who have physical limitations the prevent them being able to clean themselves? Surely they are not kept away from school or made to remain soiled all day.

my 12 year old son has special needs we have given the high school all the relevant info inc a copy of his records of needs so that he can if at all possible do most of the things the other kids do both physically and mentally

his school has a special class called TLC witch all kids special or not can use if they require to do so,

 

it is watched over by trained personnel that fully understand the needs of the modern child who may have need of there facility's ,

 

this should be the case all over the UK .

as the special needs classes /schools are now to be fully integrated into mainstream schooling ,

i would have a quiet word in the ear of the head teacher about there duty of care to all the kids in the school if you are having problems with the child coming home soiled or in a half dressed manner., it is there responsibility whilst at the school to educate and care for each individual child..
