it's a distort filter called polar coordinates.

 

Filters are great - they're even better when you know how to use them!

 

For some of the best effects you need eyecandy from alien skin and I know where they are let us say "available" for download!

I got them and I've got KPT __somthing which is a great filter. Adobe to me is useless without filters
