its called a spinner wire former or lure wire former. Got mines from glasgow angling centre years ago. Handy for all sorts that need acurate bending of wire.

 

Can do spinner baits with them too aswel as solid traces etc. Excellent if you do a lot of spinning for trout on snaggy rivers coz you can make really cheap spinners that work.

mike , i bought mine from mchardys of carlisle , they have a vast range of spinning components & tools

they have a very detailed website, just google mchardys

 

the aluminium tool in my opinion is the easiest & best to use
