As far as CITES goes "There are no regulations governing porcupine quills*" but the only mention of porcupines that I could find goes on to say "but the vast numbers on sale suggests porcupines are being killed in their thousands to feed the market".

Personally, I'd make some enquiries with Zoos. The guys at Dudley Zoo gave me loads that had been naturally shed when I visited as a kid.

Not quite the same subject but pound shops are selling 6 various sized wagglers which are as good as any of the usual shop-bought jobs for a quid (for 6). I bought loads, enough to get me waggling for years.

They also do some steel snazzy bankstick heads, aluminium banksticks, starlights, headlamps, cattys, bubble floats is that's your thing), decent lures and alsorts...all for a quid each. If some don't appeal there's something there for everyone,.

Seagull quills make decent floats too. Just remember to harden them with hot sand. Cut the root end off and pour some hot sand down the inside of the quill for a few seconds and it'll harden the quill nicely. Empty the quill, cut to size, seal and paint to the desired colour.

Most bird quills can be used to make floats.
