The farmer if the clubs or whoever the fishing rights are owned by or leased to were members of the ACA at the time of the pollution. The ACA will have an open and shut case for a civil prosecution.

seems the fines are still an incentive to polute if it was £1,000,000 for each offence there would be less chance of it occuring ,for realy big firms its cheaper to dump and pay the fine than to get rid of it :( if ofcourse the company couldnt pay then it would be asset stripped and the land sold even MORE chance of it not reacurring :D
