He estimates these would be around 30cm long. How heavy would that make them?

Probably a pound tops as 30cm is about 11 3/4 inches I think.

Surely some mistake?

Had a 2/34lb Perch weighed on VERY accurate/reliable scales, was more like 13" long nowhere near 17"

You may well be right, as Andy has already said no two fish are ever the same and these comparison tables are for very general reference.
