Means testing is always a tricky area. In principle, I don't see why we should be giving bus passes, winter fuel payments or free prescriptions to people who don't need them when we are having to make cuts elsewhere. On the other hand, means testing creates situations which feel unfair, where someone who has made provision for himself feels penalised relative to someone who has not - perhaps Aesop's grasshopper would have the last laugh these days. Means testing is also bureaucratic and expensive to administer and creates its own unfairness when it doesn't properly handle everybody's personal situation correctly.

Totally agree steve those well off dont need free bus passes but the less well off do, start a means test on the issue and it will end in tears for many old people who just dont like the hassle in other words it will simple kill off the bus passes by making it means testing it sloves the problem 99% wont bother claiming it because of the hassle simple arithmatic i hope cameron holds his head in shame.

I agree that a lot wont claim because of the mither of a means test my owd fella could claim benefits of some kind bu tc ant be done with any hassle he says he can manage as he is although he cant walk more than 30 paces and has macular degeneration so is registered blind ,also pride has a lot to do with it with these old folk .Dont get me wrong I take him anywhere he wants to go but what about those who have no one to look after their needs

The same as pensioners with some estate worth cash having to sell up to pay for care.

Looks like the sea angling reps have been coerced by the ifca's to compose sea angling strategy's that the ifca's at some stage will look at drafting into legislation to manage the rsa, because they like wasting tax payers money. That's without asking the rsa btw. You know who you are..
