I'll second Daves mole hill soil, in fact any soil that will break up fairly easily. It depends what the soil around the water is like. I've used anything from clay to sand, and often a mixture of both to get it right.

 

I remember an article by Dick Walker, way back in my youth. He had perch in a tank, and found the even water that he'd only washed worms in, would attract the perch to the area. A few of us tried it with a mates tank, and found it to be true.
