  2. Its a breath of fresh air for the the angling press , well written and easy to read. it is interesting to see the editor has taken it on board and made good comment in his editorial. Well done and keep it up I would like to see it published on the TSF website . cheers Tom
  3. like you Leon, I have a number of local marks , I like to wade , with spinner and Fly , at varying stages of the tide . At one of my favorite marks last friday , I watched mullet , thrashing through the bladderack looking for food , oh good I thought , I will try this mark soon . I went back last night about 8 o/c to check the mark again , only to find 30 metres of gill net had been set :-( cheers Tom

  5. Hi Glenn The "Doc" is working very hard for anglers in the NE , I have worked with Nigel over the past few years on the NFSA conservation group, he is a "top bloke". There was a great deal about the nfsa that I did not like , I joined , got involved and I have contributed to the changes that are now taking place . The NFSA is now changing , and because of these changes , because the NFSA is being seen to do something positive for sea anglers , since Jan of this year it has attracted 400 new members ( not old, members renewing or late renwals ) . The NFSA will continue to evolve , it still has a long way to go , the NFSA conservation group camaigners are all voluntary ( I actually donate any expenses that I can claim from the NFSA and put it straight into the dedicated NFSA conservation fund) . I would like to see more sea anglers join , get involved , with fresh ideas , offering skills to take it forward. cheers Tom
  6. Also Ian the only Split I see is from those not willing to help us out. Many people who have never caught many Bass at all backed the BMP because we thought it was a good thing for fishing. No doubt it still is. But it is not a good deal for cod angling and I have seen nothing in the way of support (other than sam's post) that indicates the bass men would support us in return.   7. 9lb cod from the shore at curry point , stanford le hope , essex , when I was 13 years old, my mate had a 10lber 5 mins later , its been down hill ever since. I have had a number of doubles from boats but none over 20lb. cheers Tom

Hi brian this is an extract from the minutes of the oct 05 statutory meeting , which are now in the public domain. as clear as mud ! cheers Tom ST05/60 REPORT ON THE REVIEW OF THE JOINT COMMITTEE'S CODE OF CONDUCT As a result of the previous Statutory Meeting in July, it had become necessary to clarify the situation regarding the Committee's Code of Conduct for members. Difficulties arose because the committee is comprised on more than one County Council. It is therefore a multiple committee and consequently the Joint Committee does not fall under the Local Government Act 2000 legislation. Whilst the elected members, from County Councils, fall under the guidance of the County Council legislation the Defra appointees do not and therefore require more guidance through the Joint Committee’s own Code of Conduct. The Clerk had taken advice from Norfolk County Council and, using two existing Codes of Conduct as guidance, had produced a draft Code of Conduct which could be applied to all the members of ESFJC. Members discussed the legality of the proposed Code of Conduct and it was evident that there were concerns that if any Defra appointee failed to disclose a prejudicial interest in an item there would be no remit for comeback under the Local Government Act 2000. The Clerk acknowledged this but felt that if a member failed to adhere to the guidelines in place for the Committee there would ultimately be the course of going to the Minister should it be felt that a member had acted inappropriately. Councillor Turner expressed surprise that the ASFC did not have in place a Code of Conduct which applied to SFCs as a whole. He also advised that members should be aware that they can declare an interest at any point in a meeting, providing it is prior to the relevant item being discussed. Mr Pinborough questioned whether he had understood the process of declaring an interest correctly. If he was representing himself and he would gain financially or he had a sole interest then he would need to declare a prejudicial interest. If he put forward a proposal that benefited himself and say 40 members of a particular club, this could be considered a prejudicial interest, but unlikely. If he put forward a proposal that benefited himself and a large number of anglers, this would not be classed as a prejudicial interest. Members agreed that he had understood this correctly. Discussing the proposed Code of Conduct in more detail Councillor Williams advised that the mention of a Standards Committee was inappropriate as appointed members would not be covered by such a Committee, these only applied to elected members. Councillor Wood questioned whether any problems could be dealt with by the Personnel Sub-Committee, unfortunately Councillor Baxter did not feel this was appropriate as it should be Chaired by a completely impartial person. Dr Connell questioned whether Defra appointed members went through an induction process which set out how democratic procedures operate, he felt that perhaps the Committee should request that Defra make this a part of their introduction to new members. Members agreed that the Code of Conduct, as set out, was sufficient for the Committee's needs providing that it was amended to reflect being based on the Local Government Act 2000, not related to it. Also a Committee would be established to deal with inappropriate conduct, but any reference to a "standards committee" should be removed. In addition to this the ASFC should be approached and requested to implement a Code of Conduct which would apply to all SFCs nationally. Proposed: Councillor Williams Seconded: Dr Connell 7 votes in favour 1 against - based on not being in favour of paragraph 9.2(e) The Clerk also agreed to approach Defra, as suggested by Dr Connell, and enquire what advice is provided to newly appointed members regarding the work of the Committee and the process of Committee meetings. At this point Councillor Turner left the meeting

Following on from Steve's earlier comments , below is an extract from the ESFJC code of conduct including inbold the section that we objected to 9.2.e cheers Tom Extract from the code of conduct of the ESFJC October 2005 Prejudicial Interests 9. (1) Subject to sub-paragraphs (2) and (3) below, a member with a personal interest in a matter also has a prejudicial interest in that matter if the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice the member's judgement of the public interest. (2) A member may regard themselves as not having a prejudicial interest in a matter if that matter relates to- a. another relevant authority of which they are a member; b. another public authority in which they hold a position of general control or management; c. a body to which he/she has been appointed or nominated by the Committee as its representative; d. the functions of the authority in respect of an allowance or payment made under Sections 173 to 176 of the Local Government Act 1972 or Section 18 of the Local Government and Housing Act 1989. e. the carrying on of any business or recreational activity within the jurisdiction of the Committee, unless the matter relates particularly to a business or recreational activity carried on by the member, a relative or friend. The Local Government Act 2000 does not apply to members appointed by the Secretary of State. These members are not legally obliged to indicate their interest, personal or prejudicial and may take place in all of the Committee’s business. Members appointed by the Secretary of State are strongly urged to indicate their interests prior to participation in any discussions. Where interests are such that a decision would directly benefit particular members, those members should not take part in any vote.

In the article Bob , talks of the RSA volunteer campaigners , the hours of time taken off from work , paying for their own expenses and how relatively thin on the ground they are in comparision to the commercial fishing . With the number of opportunities increasing for the RSA campaigners , I would like to see more and more anglers getting behind the RSA campaigners . This can be done in a number of ways , by joining the RSA organisations , giving finacial support , offering a skill or by becoming active in the RSA campaigns.   14. there is also an article on a "launching device" that can fire (using compressed air ) a 1lb lead with a baited trace over 300yards . the trace is connected to a normal beachcaster with a fixed spool reel. basicaly it looks like a mortar that the army use . cheers Tom

  17. The next stautory meeting of the Eastern Sea Fisheries Joint Committee will be at 10:30, on the 26th April 2006, at the head office in Kings Lynn. The ESFJC area is from Donna nook in Lincs to a line on the River Stour in Essex and out to 6nmiles out to sea.   18. The water temp is still quite cold and I have only heard of the odd one or two roker being caught , but there has been reasonable numbers of small codling. cheers Tom
  19. he has his own web site , with a series of different types of wild life art. He has had a displayed at the last couple of BASS agm's, at this years agm he was displaying his latest picture of two double figure bass chasing fry. I brought two a3 prints , one called "bass in kelp" and the other of a bass chasing a fly, to decorate my study. cheers Tom

  24. how about Thornback at 85 cm at 85cm 50 % of the thornback stock would have spawned at least once. ICES co-operative research report no 194 (1993) atlas of north sea fishes and data supplied by CEFAS feb 2004. Which has a graph of different species , the size they will be when 50% of the individual stock have spawned at least once. cheers Tom
