Well I cannot say that it would have 'no effect whatsoever', but I think that any effect on the crime rate would be negligable.
Your last comment is the bit of this new ID card scheme that I have the real problem with. If it is going to be a criminal offence to walk out my front door without my ID card, then my secondary residence in France will become my primary residence 'tout-de-suite'.
Whilst France does have an ID card scheme which is compulsory (I.E. you have to have one) it is not a crime to pop out to the bakers or the pub without it. It is NOT a crime not to carry your ID card in Germany either, but if you are stopped you are given a 'producer' and you have to bring your ID card to a police station within 5 days, I think.
I am not impressed by the 'if you've not done anything wrong, you have nothing to fear' school of thought either. That was the mantra of the SS, the NKVD, the KGB, the STASI and their ilk.
They may as well just chip us all like dogs or tag us like cattle.
