32. The House of Commons Select Committee on Agriculture conducted an inquiry into Sea Fishing in 1999. Its July 1999 report recognised that there was a trade in licences and quota. It opined that fishermen having a fixed share of the United Kingdom quota for a particular stock gave more stability to the system and hence “added to the value of the asset”. The Fisheries Minister, Elliot Morley MP, told the committee that the trade in quota was a very big business and that it was worth probably over £1 billion to the industry. He said that the pooling of resources to buy in quota and then share it out was exactly the right way forward. As to the trade in licences and quota the committee said:
“85. The sense of ownership resulting from the purchase of quota is somewhat misleading as the legal owner of licences and of quota remains the UK Government. There is naturally some unease among fishermen at the uncertain status of their agreements to buy or to lease from other vessel owners. At the moment, the UK Fisheries Departments have to approve and register changes in licences. The situation on quota is more complicated, particularly with the trend towards leasing. Although fishermen draw up legal agreements which are endorsed by the relevant producer organisations and notified to the Government, what is being exchanged is not a property

 right ... There is a genuine concern here. The fishermen who have invested so much capital in their business need to be certain that what they have bought is legally their own. The Government has recognised this anxiety in part by ratification of all the transactions undertaken in the last year at the end of 1998, a procedure it now intends to repeat on an annual basis. It has also indicated that licences and quota entitlements are assets which could be accepted by banks as security for loans. Yet, as Mr Morley [the Fisheries Minister] stressed, ‘in the end, the title does belong to the state.’ This means, as the [Sea Fish Industry Authority] observed, that ‘there is the risk that the licence, will at some point, become valueless.’”
The committee noted that licences and quota entitlements were assets which could be accepted by banks as security for loans and that many banks saw fishing as a very good investment.

Essentially it is the first reference to the trade of fishing quota. The paragraph clearly states the view of the Government on said trade.

For those not wishing to look him up, Elliott Morley was a Labour MP, presumably he reported to or acted on the instructions of the then Prime Minister, a certain Tony Blair. To my knowledge neither Morley or Blair were paid up members of the Conservative Party.

On the next stunning revelation on the ban of trawling off the coast of Sussex, readers should be aware that the ban extends .25 of a nautical mile (that’s less than 500m )seaward from the low water mark, I am unsure what point the OP is making but this is a continuation of agreed measures to protect juvenile fish stocks that I am sure most on here will not have a issue with. It is notable however that the ban will extend to ALL vessels, only possible because we will shortly leave the EU, otherwise the ban could only include U.K. registered vessels, exactly the same as the bass catch ban. We have to leave the bass for the EU fleet to suction up.

And somehow that article is an argument for remain!

I have given  up. The are all yours.

I meticulously sorted a sampling by issue by date.  When searching it is very easy to confuse what is in place, what the UK would like to see in place, and what WILL be in place 31 January 2020. All agreements, treaties, etc. are in a state of flux until 31 December 2020.Search engines are sorted by relevance, not by chronologically. The UK is going to have to catch up on 40 years of dependence for a return to independence. 

Fishing is a good example. Fishing is a tiny industry, yet because of fishings importance as a part of UK heritage the wheel that squeaks the loudest will get the most oil. Both of your last two posts no longer are anticipated to be correct. Commercial fishing in the UK is 75% (?) dependent on three companies and yet it was decided just this week "fishermen can be confident the 200 mile zone (I forget the name for it) will be strictly enforced by government for the British lads.

What is now fact is you are #1 out of the EU. You have a solid deal with the EU (nearly exactly the deal that was first proposed except for the Irish N. Irish dilemma). #2 It will be difficult, what you don't FU*K up, you will chit on. #3 I have every confidence in another 40 years the UK will be complaining and also be just fine

well done. clearly cod's  trawler mates who have spent squillions on something that the state has full control of. according to the u k courts. 

 

Perhaps he thinks the euro court will continue to have precedence. In particular following the enactment of the 1972 repeal of the communities act.

Hummm, was or is there a perceived threat that commercials are targeting juvenile undersized fish in that area?

Thank goodness the c f p and the london protocol will no longer apply. 

That area of the channel is the stronghold of TAT the angling trust.  They continually emanate  hatred  towards the commercial sector unless they fish with rod and line.  This is where they are going hell for leather for control. I know nothing of this ban except that TAT had a big part in kingmeare restrictions both on commercials and anglers, in particular the bream restrictions. There was a threat at the time that some commercials travelling with their nets stored, might consider lowering them on rocky outcrops even the draggers wouldn't dare, (cod note rocks and retractable tines don't mix).

The only stock that kept many charter boats going last year on the south coast inshore was the bream fishing, top notch for the last 3 years.

Its not always as it seems but they only  tell you what they want you to know we only have so  much quota not the full story is it now you can see why the daily mail keeps winning the biggest liar of the year award to its readers .

Next they will be telling us all our boats are off  to Iceland to fish after brexit our problems in the decline of the uks fishing  industry started long before the CFP but of course it’s all the EU fault easy to say not exactly true which we will all find out soon enough .

your last two line paragrapth, 47 year years the e u have been managing the stocks, in particular the cod and bass are depleted, in the channel, did you know?  you intimating that the depletion's commenced before that date, any facts to back up your assumptions. 

75% of the u k's fleet are under ten, they ain't going to iceland that's for sure and why should they. After next week the fish stocks can only go one way, once the u k junk the c f p and the london protocol

75% on the under 10s main catch is shellfish that’s there main earner not bass thats just in your head and if there is tariffs on shellfish to the EU I  would certainly not like to be shellfish fishermen.in the U.K. they get top whack for there produce at the moment but  that could all change .
