Silly idea.

Just freeze all future child benefit rises and declare the benefit obselescent and not to be paid for any child born on or after 01.04.2014.

Oh, and scrap tax credids and child additions or IS and JSA altogether.

 

A country with a social security system that pays people to have kids without working and provides them with free education, free medical care, free food (school meals), free sports facilities, free legal representation and free libraries reminds me of that old Kevin Costner line.....
