I think it is used by a two man team of lead thieves.

The lead is melted and poured into tin cans as a mould.

The three spouts are genius. One of the team pour what

will be hot and heavy lead down the first spout which would

allow the pourer to only have to tip the melting pan slightly.

The otherone holds tin cans under it filling with lead.

As there is now less lead the pouter tilts the tray further and the

second spout comes in to play, then third.

Like I said- genius, would not take long to get rid of all

that roof lead into easily transportable amounts.

That's the best hypothesis yet I reckon.

If the tin cans were used for molton lead the protective plastic covering the inside would have burn off and after a few days the can would be rusty .

The only fault with that hypothesis is that because all of the spouts are mounted to the tray at the same level, the lead is always going to come out of the lowest spout, the left one as viewed from the front of the spouts, first!

 

It also appears that the whole device is painted in red-lead or similar, why hasn't it all burnt off, especially on the lowest spout?

Eating wild caught fish is good for my health, reduces food miles and keeps me fit trying to catch them........it's my choice to do it, not yours to stop me!
