What are these?

Some sort of pliers obviously, but they almost certainly have a specific function. What is it. (and no, I don't know either).

I do not think they are pliers as the jaws have a scissorlike action rather than a gripping action . The "knobs " on the inside edges indicate some sort of stop , so some sort of cutting device leaving a known residual ???

As the blades are opposing & clearly designed to work in a shearing rather than gripping action my guess is for cutting through something with a holes in it - Maybe a chain cutter??

 

Or maybe as John H suggested - something like a punch for Cattle's ear tagging??

They look like they pinch something rather than cut it so i plump for hose clip sqisher

My first thought was cable cutters, but looking at the 'blades' they don't look sharp. I then thought heavy duty cable crimpers, or, as chesters says "hose clip squisher".

I was going to ask same question last night. I think they might be for removing shielding from some kind of co-axial cable.

 

Can you take a photo of them closed and with an everyday object next to them so we can judge scale?

I would at first guessed roofing tile nippers with the two bumps having a spring between opening the jaws ,the lack of a sharp edge could be explained away by lots of use but then i spotted the jaws didnt actually meet each other which spoils my theory

The jaws could start to bend something but it would have to be thin unless the handles are long and even then it could only bend fractionally as there appears to be no gap as the jaws pass each other ,they could grip something solid but theres far better designs that can do that so i think it must squash something in the hole in the middle as it gets smaller?

The also look poorly cast so if the handles were put under much pressure they would snap
